The Home Builders Association of Metropolitan Harrisburg has adopted its 2026-2028 Strategic Framework:

Building Forward: Honoring Our Past, Building Our Future.

The Strategic Framework was developed through a collaborative planning process involving HBA volunteer leaders, members, and professional staff. The process was facilitated by David Sheppard (retired EVP of the HBA of Metro Harrisburg) and David Reel, through their affiliation with Gladstone Group, LLC. Their understanding of association management, along with Mr. Sheppard's historical knowledge of our association provided a valuable perspective as participants identified priorities to guide the Association's future.

Mission Statement

The Home Builders Association of Metropolitan Harrisburg supports the professionals who create the places people call home, advancing the residential construction industry through advocacy, education, and connection, and contributes to the strengthening of our community.

Strategic Priorities

Financial Stability & Sustainability
Strengthening operational revenue, increasing non-dues income, and reducing reliance on reserve funding.
Leadership Development & Engagement
Developing future leaders, expanding volunteer opportunities, and strengthening committee involvement.
Membership Growth & Member Value
Enhancing membership benefits, improving engagement, and increasing Builder membership by 20% by September 2027.

How Success Will Be Measured

Reduce the annual operating deficit by at least 50%
Expand leadership participation and succession planning
Increase Builder membership by 20%
Increase non-dues revenue
Increase committee participation
Improve member engagement and retention
